Why it matters

Contractors carrying thousands of site workers can face end-of-service benefit obligations, accrued leave and repatriation liabilities running into tens of millions of SAR; understating these by using simple undiscounted accruals or ignoring termination benefits on demobilization materially understates liabilities and can produce a shock expense when a project closes out.

Diagnostic questions

Is the site workforce material enough by project/contract to warrant actuarial (present-value) measurement of end-of-service benefits rather than a simple undiscounted accrual? Are leave and repatriation/airfare entitlements accrued as they are earned by ongoing service, not only caught up at exit? Has a demobilization or redundancy plan been formally committed to and communicated in sufficient detail to trigger termination benefit recognition, distinct from EOSB? Are actuarial assumptions (discount rate, salary growth, turnover) reassessed at least annually and whenever a demobilization event changes the expected population?

Recognition

1) Segment the workforce by project, contract type and expected tenure to identify populations material enough to warrant actuarial measurement of end-of-service benefits (EOSB) versus smaller populations where a simplified approach may be justified. 2) For material EOSB populations, engage an actuary (or use an actuarial-consistent method) to project future benefit payments using expected salary growth, attrition/turnover, and discount them to present value using a market yield on high-quality corporate/government bonds. 3) Accrue leave entitlements and repatriation/airfare benefits as they are earned by employee service (short-term or other long-term employee benefits as appropriate), not only when paid or when the employee exits. 4) Recognize a termination benefit liability only when the entity can no longer withdraw the offer of those benefits - i.e., when a demobilization or redundancy plan is formally committed to and communicated in sufficient detail (numbers, locations, timing) to employees or their representatives, not merely when a project is nearing completion. 5) Distinguish termination benefits (triggered by the decision to terminate employment) from EOSB (triggered by service, payable on any exit) - both may be payable together but arise from different triggers and are recognized at different points. 6) Reassess actuarial assumptions (discount rate, salary growth, turnover) at least annually and whenever a demobilization event significantly changes the expected population or timing.

القياس

Measurement

Material EOSB obligations are measured using the projected unit credit method: project final benefit payments (factoring expected salary at exit and local labor-law formulas), discount to present value using a discount rate derived from high-quality bond yields, and remeasure actuarial gains/losses through OCI (for defined benefit-type EOSB) each period. Leave and repatriation accruals are measured at the undiscounted (or discounted, if long-term and material) expected cost of unused entitlements earned to date. Termination benefits are measured at the amount the entity expects to pay under the committed plan, discounted if settlement is expected beyond 12 months.

Presentation & disclosure

Disclose the EOSB obligation, key actuarial assumptions (discount rate, salary growth, turnover), sensitivity analysis for material populations, the nature and status of any termination/demobilization program, expected timing and amount of related cash outflows, and the split between current and non-current portions of the liability.

Common mistakes

1) Accruing EOSB for large workforces on a simple undiscounted formula-based basis instead of an actuarial present-value basis when the population is material. 2) Recognizing demobilization/termination costs only when actually paid, rather than when the plan is committed and communicated. 3) Failing to accrue leave and repatriation/airfare entitlements as they are earned by ongoing site staff, only catching up at exit. 4) Ignoring the effect of high turnover on attrition assumptions, overstating the obligation for a workforce that will not all reach long service. 5) Not distinguishing termination benefits from EOSB, netting or double-counting the two liabilities incorrectly.

Simple example

Facts: A contractor's mega-project package employs 3,000 site workers. The actuarially measured EOSB obligation for this population at year end is SAR 45,000,000 (present value using a 6% discount rate and standard KSA labor-law end-of-service formula). In November, management formally approves and communicates a demobilization plan to release all 3,000 workers over the following two months as the package completes; expected termination costs (payments beyond EOSB, e.g., early-release compensation) are estimated at SAR 6,000,000.
Journal entry to recognize the termination benefit liability once the plan is committed and communicated:
Dr Termination benefits expense 6,000,000
   Cr Termination benefits payable 6,000,000
Separately, the SAR 45,000,000 EOSB obligation continues to build up through normal service cost as the workforce works through its final months, for example a further quarter's service cost of SAR 1,000,000 recognized before exit:
Dr Employee benefit expense (EOSB service cost) 1,000,000
Cr Provision for end-of-service benefits 1,000,000
Both the SAR 6,000,000 termination liability and the SAR 45,000,000 (plus subsequent service cost) EOSB provision are settled in cash as workers exit over the demobilization period.

Professional judgment

Key judgments include the attrition/turnover assumption for large, often expatriate, transient workforces (which materially reduces the EOSB obligation versus assuming full tenure to retirement), salary growth and discount rate selection in markets without deep long-dated corporate bond curves, and the precise point at which a demobilization plan becomes 'committed' for termination benefit recognition - a tentative project schedule is not enough, but a board-approved, communicated redundancy plan with specific numbers and dates is. These judgments should be documented and revisited whenever project milestones or market conditions change materially.
