Why it matters
Management often views pre-opening spend as an investment that should be matched against the future outlet's revenue, but IAS 38's asset-recognition criteria are not met (no separable, controlled resource beyond internally generated goodwill), so these costs must hit profit or loss immediately; capitalizing them understates current-period expense, overstates assets, and creates a cliff-edge write-off risk if the outlet underperforms.
Diagnostic questions
Does the pre-opening expenditure create or enhance an identifiable, separable intangible resource controlled by the entity, or is it preparatory expenditure (staff training, marketing/launch campaigns, administrative set-up) that IAS 38 explicitly requires to be expensed as incurred? Is any portion of the expenditure actually a directly attributable cost of bringing a qualifying PP&E asset (the building or specific fixed equipment) to the condition necessary for it to operate as intended, which should instead be capitalized under IAS 16? Is the boundary between capitalizable direct costs and expensed preparatory/start-up costs applied consistently across new outlet openings?
Recognition
- Identify every cost category incurred ahead of an outlet's opening: recruitment, pre-opening staff training, pre-opening marketing/advertising, administrative and legal setup, travel, and any pre-operating overhead.
- Apply the IAS 38 / Conceptual Framework asset definition test to each: is there an identifiable resource, controlled by the entity, expected to generate future economic benefits, separable from the business as a whole (not just internally generated goodwill)? Start-up/pre-opening costs fail this test as a class.
- Expense each of these categories as incurred, regardless of management's economic view that they are an investment in future outlet profits.
- Separately identify costs directly attributable to bringing a specific item of PP&E to its intended working condition (e.g., installation and testing of kitchen equipment, fit-out directly needed to make equipment operational), these are capitalized under IAS 16, not IAS 38, up to the date the asset is ready for use.
- For costs that straddle both categories (e.g., staff training specifically required to operate a newly installed piece of equipment before it can be used), apply judgment: training costs are generally expensed even if delivered concurrently with equipment installation, unless the cost is a direct, unavoidable cost of testing whether the asset is functioning properly (rare and narrow).
- Track pre-opening costs by project/cost center for internal management reporting and investment appraisal purposes, while ensuring the external financial statements reflect full expensing.
- Reassess classification consistently across all new-outlet openings; do not selectively capitalize costs for higher-profile openings.
القياس
Measurement
Measure pre-opening costs at the amount actually incurred (invoiced cost of recruitment agencies, training providers, marketing agencies, legal/administrative fees, travel) and expense in full in the period incurred, there is no deferred asset to measure. For costs directly attributable to PP&E readiness, measure and capitalize at cost (including directly attributable labor, installation, and testing costs) up to the date the asset is capable of operating in the manner intended by management; testing costs net of proceeds from selling any output produced while testing are capitalized, but ongoing training or marketing costs are not. Maintain a clear cost-allocation methodology so shared costs (e.g., a regional opening team supporting multiple outlets) are reasonably apportioned rather than arbitrarily capitalized.

Presentation & disclosure
Disclose: the accounting policy that pre-opening/start-up costs are expensed as incurred; the material amount of pre-opening expense recognized in the period (and its income statement classification) if it significantly affects comparability, e.g., due to a wave of new outlet openings; the boundary drawn between expensed pre-opening costs and capitalized directly attributable PP&E costs; if pre-opening costs are separately tracked for segment/project reporting, disclose the basis if presented as a non-IFRS or supplementary metric, clearly distinguishing it from the IFRS income statement treatment.
Common mistakes

Simple example
A restaurant group incurs SAR 900,000 in staff recruitment, pre-opening training, and pre-opening marketing ahead of launching a new flagship outlet in Riyadh in March 2026. Separately, SAR 1,500,000 of kitchen equipment installation and testing costs directly attributable to readying the equipment for use are incurred. Expensing pre-opening costs as incurred: Dr Pre-opening expense 900,000 Cr Cash / Accounts payable 900,000 Capitalizing directly attributable PP&E costs: Dr Kitchen equipment (PP&E) 1,500,000 Cr Cash / Accounts payable 1,500,000 When the equipment is ready for use, depreciation begins (e.g., 10-year useful life, no residual value): Dr Depreciation expense 150,000 Cr Accumulated depreciation, kitchen equipment 150,000 The SAR 900,000 pre-opening cost is never capitalized or amortized, regardless of management's expectation that the flagship outlet will be profitable.
Professional judgment
Key judgments: (1) the principle (expense pre-opening costs) is high-confidence and rarely disputed, but classification at the margin requires judgment, e.g., staff training that is a necessary, direct, and unavoidable part of testing a specific piece of equipment before use may have a narrow capitalizable element, versus general staff training which is always expensed; (2) allocating shared/regional pre-opening team costs across multiple simultaneous outlet openings on a reasonable, consistent basis; (3) determining the date PP&E is ready for use (ending capitalization and starting depreciation) versus still being prepared, which affects the expense/capitalize cut-off for related costs incurred around that date; (4) resisting management pressure to capitalize pre-opening spend for strategically significant openings where the economic narrative of investment is strongest but the accounting test is unchanged.
